The Ecodesign Regulation requires every digital product passport to be backed up with a DPP service provider in addition. We hold that copy for you, whichever platform you use to create your passports.

A passport has to outlive the party that issued it.
Under Art. 10(4) of the Ecodesign Regulation (EU) 2024/1781, the economic operator has to provide a back-up copy of the product passport through a DPP service provider when placing a product subject to the passport obligation on the market.
EN 18221:2026 has been cited as a harmonised standard in the Official Journal since July 2026 and gives that obligation shape: the passport and all its changes are replicated to the back-up service provider, earlier versions stay archived, and the passport stays reachable even if the economic operator no longer exists.
On registration the EU DPP registry checks the link to the back-up copy where relevant and stores a reference to the DPP service provider (Implementing Regulation (EU) 2026/1778, Art. 8).
For battery passports, Art. 78(e) of the Battery Regulation (EU) 2023/1542 requires the passport to stay available even if the responsible economic operator ceases to exist or ceases its activity in the EU. An independent back-up copy is the direct way to evidence that.

Connect
Your primary system transfers new and changed passports to our back-up endpoint over the lifecycle API under EN 18222.

Secure
Every version is stored unchanged with a timestamp and a checksum. We carry the access levels over from the original.

Evidence
You receive the reference for registration in the EU DPP registry and a back-up record for your documentation. The maximum acceptable data loss is set out in the contract.

Take over
If the issuer or its provider ceases operations, we keep serving the passport. Public details stay public, restricted ones remain limited to those entitled to see them.
What applies today and what is still to come.
For 2027 the European Commission plans a delegated act setting requirements for DPP service providers along with a conformity assessment procedure. Until then there is neither a certification nor an authorisation for back-up service providers. The criteria for the list of verified DPP service providers in the EU registry are still outstanding as well. We align the service with EN 18221:2026 and will adapt it once the act is in place. Existing contracts move with it.

Frequently asked questions
- Do we need a back-up copy?
- If a delegated act under the Ecodesign Regulation applies to your product, yes, from the moment it is placed on the market. For battery passports the Battery Regulation requires the passport to stay available even after the economic operator has ceased to exist. The back-up copy is the direct way to get there.
- May our platform provider hold the back-up as well?
- That is not yet settled in law. We recommend separating the two, because a copy held by the same provider does not cover precisely the outage it is meant to protect against.
- Do we have to use Biber DPP as our platform?
- No. The backup is a standalone product, intended for passports created with a different solution.
- Which data do you secure?
- The complete passport with all versions, including the details with restricted access. The access levels are preserved.
- Are you a certified DPP service provider?
- There is no certification procedure yet. It is expected to arrive with the delegated act for DPP service providers that the Commission plans for 2027. Until then we follow EN 18221:2026.
- How long do you keep the copy?
- For as long as the law applicable to your product requires the passport to be available. The period is set out in the contract.
- We are a DPP provider. How does the cooperation work?
- One framework agreement and one technical connection for all of your tenants. Your customers name us as their back-up service provider on registration.
